Nothing about this aspect of Panorama has changed so I don't think that
is it. In fact, I've reviewed the source code and I don't see any way it
could turn off with these settings. Is there any chance you have more
than one config file and you are looking at the wrong one?

I don't have any experience with OS X Server 10.3, can't help you there.
We are using OS X Server 10.5.
However, one suggestion I might have would be to look into Keep-It-Up-X.
You make Keep-It-Up-X the startup app, and it makes sure that Panorama
starts up (and brings it back up if it quits for any reason). It's only
$20 or so, I think you can google for Karl Pottie (or Keep-It-Up-X).
