Weeks

Can anyone suggest how to go about setting the number of weeks in a  
given month? I have been looking at the month and week functions and  
I am not sure how to proceed.

I am setting a simple budget and I Want to divide whatever is spent  
in a month by the number of weeks in the month. Sometimes it's 4,  
sometimes 5. This is really about seeing what part of a weeks  
paycheck becomes available. Some weeks will naturally go between  
months. At this point, strictly for budget purposes, I would like to  
set the formula to count the weeks in a given month.
