Timepattern misbehavior with 24H times before 10 am?

	In playing around trying to create an iCal readable file from some  
schedule info, I stumbled across some behavior that I didn't expect  
from the timepattern function.  The isc format requires times in  
military or 24 hour format.  Timepattern seems to strip the leading  
zero from all times that would require it (that is, all before 10  
am).  It doesn't matter if the formatting string is all caps or all  
lower-case.
	I have to admit that my experience with military time format is  
pretty much limited to old Combat TV episodes, so maybe this is  
working the way it should.  On the chance that it's not, perhaps it  
could be fixed.  I certainly remember a lot of "meet up at oh six  
hundred" being barked by TV sergeants.  In the mean time, it's easy  
to work around by checking the length of the string and adding a zero  
if it's too short.
	While it's not a high priority, this export might be useful to add  
to the import-export suite along with vcard.  I'd be happy to share  
what I have.
	I learn a lot from reading this list--thanks to all contributors for  
that, and thanks in advance for your help.
