I don't know why the menus aren't showing up for you. If I open 
_DialogAlertLib from the Finder, I get a full set of menus, including 
the View menu, but that's not the way I normally do it. Whenever you 
have a custom statement selected in the Programming Reference wizard 
(which you can recognize from the fact that the documentation doesn't 
have any colors or styles) you can choose View Source... from the 
Reference menu or use its keyboard equivalent, which is command-1. 
That will open the procedure window for that procedure/custom 
statement. That's my favorite way of doing it. Another, is to use the 
Custom Statements wizard. Choose a library from the Libraries list, 
then choose a statement from the Statements list. If you double-click 
the statement, the procedure will open.

I've been doing this since the first beta of Panorama V was released, 
so I probably learned it from the release notes. I haven't looked in 
the manual, but I would suggest searching for "custom statement".
