Dialog Windows

This is low in the importance of things on this list, but there were  
some comments on Dialog Windows.

In MOS 9.1 I had a control panel, DragAnyWindow, that allowed the  
moving, dragging, of dialog windows that landed on top of the  
information necessary to resolve the reason for the Dialog. This  
control panel allowed the dragging of ANY window.

Does anyone know of such a utility for MOS 10.4.x? I have searched  
high and low, but keep ending up with the DragAnyWindow 4.5 for OS 9.1.

It was a very useful feature.
