MakeFolder and Permissions

I pinned down a problem I've been having to being a Permissions issue.

I have a procedure creating a new folder then saving files into it. 
The new folder doesn't inherit the parent folder's settings for 
Permissions so it can end up not allowing Panorama to write to the 
folder.

Is there any way to set Permissions on a folder as it's made - or 
immediately afterwards?
