Modifiers and DropProcedure

The info("modifier") function returns the status of the modifiers at the
time of the last event (the last key or mouse click). It has nothing to
do with procedures, so I think it would be innapropriate to "empty" this
at the end of a procedure. In fact, it would take an extra internal
variable to do this, because currently this function asks the system for
the state of the modifiers at the time of the last event, and Panorama
cannot "empty" the systems modifier status.
