Modifiers and DropProcedure

I believe I've suggested it before, but when procedures finish 
running, it would be desirable that info("modifiers") is emptied 
automatically by Panorama.

It would be particular helpful when a DropProcedure is run.

As it is, if a modifier was used on the last procedure, then an item 
is dropped from the Desktop, the modifier remains defined and can 
erroneously come into consideration.
